What waiting lists are currently open?
All Elderly and Disabled waiting lists are open.
How long is the wait list for housing?
The wait list varies, and it is impossible to give anything but an estimated amount of time. It is best that you ask this question at the time you return your application so we can try to give you an estimated answer based on the current waiting list.
How does the application process work?
When a waitlist is opened, applications are accepted for the specified period of time and placed on a wait list based on the random selection method (“lottery”).
I have lived in Rocky Hill my entire life, do I have a priority over non-Rocky Hill residents for housing?
No. Both State and Federal fair housing laws do not allow the priority treatment of Rocky Hill residents on the waitlist.
How is rent determined?
Rent is determined based on household income. Typically, renters pay about 32% of adjusted income. Rent is calculated in accordance with CHFA/HUD regulations. Details can be found on your lease agreement. Please see the Rent Calculation worksheet.
The program doesn’t offer rental assistance to residents, nor does the facility receive operating subsidies from any source. Rather, the facility operates entirely from the rents paid by the residents. Connecticut General Statute Section 8-119kk-1, “base rent is the minimum rental or carrying charge determined by the Commissioner to be necessary for the operation, upkeep and long-term maintenance and capital replacement reserves of a housing development.”
Will I have to sign a lease?
If you are offered am apartment and accept it, you will have to sign a lease with the housing authority. The housing authority requires a security deposit (equal to one month’s rent after determination of your rent) which is placed in an ESCROW Account. You and the Rocky Hill housing representative should go over the lease together. This will give you a better understanding of your responsibilities as a tenant and the housing authority’s responsibilities as a landlord.
What is Recertification?
Recertification occurs once a year for all the housing programs. This means all income and household composition including medical expenses paid from the year prior are reviewed by the Housing Authority on an annual basis. (Your rent is based on that information.)
What is An Annual Inspection?
Annual Inspection (Housing Quality Standards) Housing Choice Voucher (HCV) program regulations at 24 CFR Part 982 set forth basic housing quality standards (HQS) which all units must meet before assistance can be paid on behalf of a family and at least annually throughout the term of the assisted tenancy. HQS define “standard housing” and establish the minimum criteria for the health and safety of program participants. Current HQS regulations consist of 13 key aspects of housing quality, performance requirements, and acceptability criteria to meet each performance requirement. HQS includes requirements for all housing types, including single and multi-family dwelling units, as well as specific requirements for special housing types such as manufactured homes, congregate housing, single room occupancy, shared housing, and group residences.
